The authors report on the collaborative project "Foundation: Education" (Grund: Bildung). On the example of the Hamburg metropolitan region, they query the quality standard for basic education on communal level. There are many and varied studies on illiteracy in Germany, but only very few look at local situations. This focus, however, is important for successful education planning. Against this background, the authors have looked at the basic education landscape in Hamburg by way of a social area analysis and have identified action areas for literacy education. They develop suggestions on how the basic education landscape in Hamburg can be improved in local fringe districts in terms of sensitivity for life environments, with better target group orientation and barrier-free. The scientific set of tools consisting of qualitative methodology, indicators and cataloguing criteria can be used for further studies on basic education offerings on local level.
